Proposals for young drivers welcomed

Government proposals giving driving instructors powers to decide whether their pupils are ready to take their test and potentially force them to take more lessons have been welcomed by some insurers and road safety groups.
In addition to the new powers for instructors there will be a new rating system for instructors, so new drivers can see who has the best pass rate.
While new measures to try and make new young drivers safer many believe that the measures do not go far enough.
Some have called for car insurance to the limited so young drivers insurance is only valid during prescribed hours.
Another proposal was to introduce compulsory education for young drivers on road safety.
