Local Loop Unbundling
In a move to make broadband more accessible and improve competition in the home phone market further, Local Loop Unbundling (LLU) was introduced. The local network (copper local loop running from exchange to customer's home) is made available by the incumbent operator (e.g. BT) for other companies to use. These alternative operators are then able to upgrade individual customer lines to offer high speed internet access without having to go through the incumbent operator. Customers who live in areas where LLU is available may be able to get broadband without having to pay BT for line rental - instead the customer can choose to take line rental from the new provider or not at all if they don't make calls.
